About HCCA
Each generation must do its part to contribute to the construction and edification of a modern, prosperous Cameroon where all the sons and daughters of the country live in peace and harmony on the national territory and beyond the borders in the Diaspora. The children of Cameroon who traveled abroad, or who were born there, solemnly declare their attachment to the land of their ancestors and aware of their potential, make a commitment to structure themselves and to federate their skills to defend their interests and optimize their various possible contributions to help Cameroon become a true emerging country.
The HCCA is the official acronym of the High Council of Cameroonians
Abroad, which is the umbrella organization of the Cameroonian Diaspora
in the world. The HCCA is intended to be a federating structure of
organizations of Cameroonians living abroad. The HCCA is an advisory
body of an associative, non-political, secular, non-discriminatory and nonprofit nature. The HCCA (HCCA Global) is governed by the law n ° 90/053
of December 19, 1990 on freedom of association in Cameroon.
The HCCA is also commonly called the High Council of Cameroonians of
the Diaspora.
The creation of the HCCA occurred on May 22th, 2019 at Hotel Le Merina
in Yaoundé, capital of Cameroon, during the holding of the Constitutive
General Assembly of the new Association.
Following that General Assembly, an incorporation request was submitted
to the Senior Division Officer (SDO) of Mfoundi on June 2nd, 2019.
This request was granted on August 20th, 2019 by the SDO after written
support from the Ministry of External Relations.
Our Objectives and Principles.
What are the objectives of the HCCA?
As written in its Incorporation Receipt, the purpose of the HCCA is to "Coordinate and federate the activities of the patriotic and professional Cameroonian diaspora throughout the world in order to optimize its contribution to the socio-economic development of Cameroon".
More specifically, the founding objectives of the High Council of
Cameroonians Abroad are the following:
1. Gather all Cameroonian children living outside the country
without discriminating as to sex, religion, social status,
nationality, language, political affiliation,
2. Consolidate existing Cameroonian Organizations in the
Diaspora in order to be more efficient,
3. Unite and coordinate the efforts of Cameroonians from
abroad so as to increase the effectiveness of their contributions to Cameroon’s socio-economic development,
4. Promote the unity and solidarity of Cameroonians who are out of the country,
5. Identify and promote Cameroonian talents in the Diaspora,
6. Protect the interests of Cameroonians from abroad in the
host countries of the Diaspora and in the country of origin, Cameroon,
7. . Promote Cameroon’s image among foreign investors and
tourists,
8. Facilitate interactions between Cameroonians from the
Diaspora and various stakeholders such as Civil Society,
Business Community, Government and its branches, Media,
Diplomatic Body, Foreign Investors, International
Organizations, and the International Community in general.

The guiding principles of the HCCA are:
1) Its non-partisan nature
2) Democracy
3) Freedom
4) Competence
5) Patriotism
6) The national inclusion
7) Respect of Cameroonian laws
8) Compliance with the laws of other countries where its member live.
